GEMMO is the professional team,  core technical work is performed by a group of in-house professionals. Staff and associates are highly proficient in our tools, techniques, approaches and underlying philosophy prior to embarking on an assignment of any size or scope.Management is based in the Peshawar comprised of seasoned development professionals who oversee monitoring, evaluation, business development, programs,  operations; and also work intensively on a variety of technical topics from the office and in the field.

Shakir Ishaq

Chief Executive

Shakir Ishaq is a development aid professional with over 30 years of professional experience. After obtaining a degree in Civil Engineering from Iowa State University, he started his professional career with provincial government development department of the North Western Frontier province of Pakistan, which was followed by entry into the corporate sector. He joined the social sector in 2003, after accepting the position of Chief Executive of a newly formed NGO BEFARe, which was a transformation of a Pak-German bi-lateral project into an independent entity. For the past 14 years, he has been providing the organization with policy guidelines and strategic development plans to ensure sustainability of its work, and to continue the retention of its highly skilled work force. He has led the organization with a vision to expand the thematic as well as geographical area of its work, which besides covering the original mandate of providing basic education, expanded its work in other areas such as Vocational trainings, Community development, Mother & child health, democratization, governance, devolution support, Improved Child health, energy conservation, alternate energy, WATSAN, institutional development, research studies, perception surveys and baseline studies. In order to cater for the ever increasing client requirements in the development sector, he established the consulting firm GEMMO in 2016 which focuses specifically on the development aid work, whereas, BEFARe continues to work in the humanitarian assistance sector.

Shakir Ishaq has served as a member of the board of Elementary Education Foundation of the KPk government for a period of three years and is also member of the working group of INEE (Inter Agency Network for Education in Emergencies) – a global network of UN agencies and INGOs and NGOs to support provision of education during emergencies and chronic crises. He has been invited by the UNHCR to the Annual NGO consultations in Geneva and has also been a member of UNHCR Ex-Com observer group.

Tanvir Ahmad Awan

Head of Finance and Admin

Mr. Tanvir Ahmad Awan is the Head of Administration and Finance department in GEMMO team. He is a key member of the firm and brings over 25 years’ experience of working with International and local donors including UNHCR, GIZ, DFID, World Bank, USAID, PRM, UNDP etc.  Mr. Tanvir also has profound experience of working with German Technical Cooperation (GTZ) from 1990 till 2005 on different projects spread across all the four provinces of Pakistan including FATA and FR areas. Apart from the above narrated experience, Mr. Awan also has rich experience of private businesses. From early to late eighties, Mr. Awan established and run his own Coal Mines and Salt business in Chakwal and Khewra. He also established his own Chemical plant in late seventies. Later on, he also served as Assistant Manager in Mercantile Cooperative Finance Cooperation in 1990 – 91.

During his illustrious work career, Mr. Awan has worked in close liaison with different government stake holders and line departments for ensuring smooth functioning of the projects. Under his guidance and supervision, the Administration and Finance department has propelled and has successfully completed a number of grants. Mr. Tanvir also has numerous trainings and courses to his credit which include Management Training courses from Pakistan Institute of Management, Cost Monitoring Training, Accounting System Training, Cost Monitoring Training and Project Planning Methodology  by GIZ formally GTZ.  In brief, Mr. Tanvir Ahmad is a valuable member of GEMMO team and his services are critical for future endeavors of GEMMO team.

Saquib Altaf

Manager M&E/MIS

Saquib Altaf is a senior expert and manager of Monitoring and Evaluation/ MIS at Grants Evaluation Management and Monitoring Organization (GEMMO)  since its inception in 2016. He has over ten years of field experience in Monitoring and Evaluation/ MIS and project management,design and implementation of M&E methodologies and procedures, result based monitoring, M&E tools, Logical Frameworks, M&E plans, M&E frameworks and work plans including project Annual work plans. He has good working experience of conduction project mid and end evaluations.

After acquiring master degree in Computer Science, he joined social sector in 2011 with BEFARe as Monitoring and Evaluation/ MIS Officer and involved in process monitoring and implementation of Gender focused project for development of entrepreneurship to improve the livelihood in rural areas of Peshawar, Mardan, Timergara, Kohat and Nowshera. During his tenure, he monitored projects on community education focusing girl education, capacity building and construction of infrastructure. He monitored and managed a broad range of projects covering essential services for victims of forced migration which includes education, health, livelihood, construction and their profiling in collaboration donors like UNHCR, UNDP, AAR JAPAN and PRM. He has monitored a number of third party monitoring and evaluation projects with countrywide coverage, for a range organizations like MSI, IRD.

  • Zia-ul-Hassan

    Manager Administration and Procurement

    Dedicated and self-motivated achiever with over 28 years of innovative and excellent experience of  General Administration & Operations:-  Procurement, Development of procurement plans; organization of procurement & contracting process for goods & services; preparation of Terms of Reference (TORs), Request for Quotations (RFQs), Request for Proposals (RFPs) & Invitation to Bids (ITBs); inventory control & assets management; organization of domestic & international travel; organization of local / international meetings, workshops & conferences; administration of office premises, facilities, supplies & common services, Liaison with Government departments.

    Program Activities: Preparation of annual & quarterly work plans, progress reports, monitoring & evaluation reports, organization of internal & external meetings and preparation of briefing materials, working papers & minutes; coordination with donors, government departments, civil society organizations, NGOs & implementing partners.

    Asma Malik

    Implementation Manager

    Ms. Asma Malik is a Manager Implementation at Grants Evaluation Management and Monitoring Organization (GEMMO). She is rendering her services for almost thirteen years in various projects as a project manager. She did her Masters in International Relations from University of Peshawar. She has also done short course on Women’s Learning Partnership for Rights, Development and Peace at Islamabad in 2017: Women leadership and Entrepreneur management skills from LUMS in 2015 and Training in Education in September 2014: Education in Emergencies by INEE in Colombo and Doha.

    Being a staff member of BEFARe (2006- till 2015),  she remained part of the project planning and implementation for a number of projects at BEFARe; in women empowerment, education, emergencies, community stabilization, livelihood skill trainings and countering irregular migration.

    She has also worked on Education and imparted multiple trainings on Education in Emergencies. She also worked on Pakistan Reading projects and conducted research studies with Government schools children.

    From directing program implementation and forging solid relationships to propelling staff development and ensuring timely task execution, her background has consistently been characterized by her steadfast dedication to managing fiscal responsibility and achieving program objectives.

    Iftikhar Ahmad

    Manager Program and External Affairs

    Mr. Iftikhar Ahmad is working as Manager Program and Implementation in GEMMO. He brings with himself over Ten years of practical experience of working with various donors including UN agencies, NGOs and intergovernmental organizations. He holds a Master’s degree (first distinction) in Economics and has also availed a diploma certification in ‘Project development and Implementation’ in 2017. He was also selected and trained in certification courses in ‘Monitoring & Evaluation’ in 2010 and 2012 by UNHCR.

    Mr. Iftikhar is currently leading the program development team which has produced a number of concept notes which ended as full proposals, awarded and implemented by donors including UNHCR, MSI, USAID, PRM, DAI etc. The department is also responsible for preparing monthly, quarterly, final project reports, organizational annual reports as per donor requirements.

    Mr. Iftikhar has effective communication skills and demonstrated abilities in negotiation and team-building, sound capacities in strategy development, policy planning and formulation and in working jointly with government partners to address issues of mutual concern. He is well versed with various government and donor operational mandate, procedures, and functional units and has represented the organization in meetings with Government interlocutors from MoI, MoE, MoFA, Ministry of SAFRON, FATA Secretariat, TDP Secretariat and a number of subordinate agencies with various ministries and provincial departments at various provinces and territories.

    Col Tajammul

    Security Manager

    I am appointed SSM of GEMMO with effect Jan 1st, 2017. I have been Security Manager BEFARe since Jan 2016. In addition to my 30 years experience in Army, I have served as head of security in various projects, national and International in various cities of Pakistan.

    A professional in the field of Security, Risk Management and investigation with field and office based experience in challenging environment of Pakistan, particularly in KPK and FATA. I feel comfortable in interacting and liaison at all levels of government and officials from LEAs. Rich experience in security in the field, security of installations, conducting internal investigation, regional, area specific and building risk assessment, SOP writing and its implementation. Have expertise in establishing access control system, CCTV and guard management for office and residential complex. I am also proud recipient of Chief of Army Staff commendation card and Tamgha e Imtiaz. I have attended Intelligence staff course in addition to several professional certificates and trainings on safety and security from national and International organizations.

    Muhammad Saleem

    Lead Internal Auditor/ Compliance

    He has over 8 years of professional experience in finance, accountancy, audit and compliance. Currently working as Lead Internal Auditor & Compliance Officer since March 05, 2018 and have vast experience of working with different donors such as UNHCR, USAID, UNICEF, US Govt.-PRM, AAR Japan, TDEA, Aurat Foundation, TAF, MSI and IRD.

    He is ACCA qualified from the Association of Chartered Certified Accountant United Kingdom and in addition, achieved the qualification of advanced diploma in business and Finance. He was involved in practice of audit, assurance, consultancy, advisory and business services at a leading firm of Chartered Accountants, Ghafoor & Co. Chartered Accountants, (Pakistan) and Nazir Chaudry  & Co. Chartered Accountants a member firm of  International , since April 2007 to October 2012.

    He has worked as Manager Finance & Accounts in Tele taleem Pvt Ltd for the period May 2015 to February 2018 and “Internal Auditor” in “Khwendo Kor” – a local NGO for the period September 2012 to December 2013.

    In professional life, he gained vast experience of statutory external and internal audits, implementation of financial reporting standards, implementation of financial and accounting system, and other accounting/auditing/tax related services in different sectors in Pakistan including, manufacturing, service industries, Govt. sector, hospitals, INGOs and local Non-for-Profit organizations.
